Economic Analysis & Regulation

Economic Analysis & Regulation

2025

Development of a transformer-level analytical framework to identify and quantify non-technical losses, including fraud, metering errors, and irregular connections. The project integrated commercial billing data, smart meter information, customer-to-network mapping, and georeferenced datasets to detect spatial patterns and recovery opportunities, strengthening operational and regulatory decision-making.

Assessment and implementation of alternative methodologies for the estimation of new weights for the Electricity Regulatory Index and its sub-indices. The project combined statistical techniques (Principal Component Analysis, Partial Least Squares) with structured expert judgment approaches (Budget Allocation Process and Analytic Hierarchy Process) to enhance methodological robustness and institutional credibility.

Design and implementation of a micro-simulation model to assess the impact of alternative residential tariff structures using household expenditure survey microdata and smart meter consumption records. The model evaluated subsidy allocation, distributive impacts, and efficiency outcomes under multiple tariff scenarios, including increasing block tariffs, segmentation schemes, time-of-use pricing, and capacity charges.

Development of a financial and economic modeling framework to assess the impact of distributed solar generation on utility revenues and cost structures. The project also included the estimation of market potential among residential and commercial & industrial users under existing tariff levels and structures, incorporating comparisons between private incentives and social welfare effects.

2024

Assistance to the government in regulatory and competition design for reform of the pharmaceutical distribution sector, strengthening market access conditions.

Comprehensive technical support on economic, financial, and regulatory aspects for the electricity company’s tariff review process, including preparing analyses and presentations for the regulator.

2023

Analysis of institutional and regulatory reforms in the electricity sector, with proposals to modernize the regulatory framework and market governance.

2022

Expert reports and regulatory studies on the organization of the wholesale electricity market in the context of arbitration processes.

Estimation of the cost of capital and debt for gas distributors, including analysis of previous regulations and country risk in the energy sector.

Estimation of the potential solar distributed energy market and analysis of its financial impact on electric companies using simulation models.

2021

Study of the electricity system tariff structure, including distribution and transmission companies, with recommendations to improve resource allocation efficiency and subsidy targeting.

Evaluation of residential, agricultural, and aquaculture subsidies, with design of a new structure to improve targeting and reduce fiscal impacts.

Analysis of the existing carbon tax and exploration of alternatives to improve price signals and increase tax revenue using macroeconomic and sector models.

Development of a regional study modeling scenarios for renewable energy penetration, energy efficiency, and electrification across 17 countries in the region.
países de la región.

Development and delivery of executive programs on power market design and regulation in energy transition contexts.

Technical assistance in economic, financial and regulatory aspects of the tariff review process, including tariff design, adjustment methodologies and annual reviews.

Data Science

Data Science

2025

Design of a statistical and computational methodology for the simulation of spatio-temporal meteorological series using reanalysis datasets. The project generated robust tools for climate variability analysis and scenario projection, supporting agricultural planning, risk management, and strategic decision-making processes.

High-resolution satellite image processing for solar panel detection using convolutional neural networks, including semantic segmentation and object detection models (YOLO). Results were cross-referenced with georeferenced customer databases to evaluate distributed generation tariffs and project net demand evolution.

2023

AI project for early disease detection using images and clinical records.

Development of machine learning algorithms for anomaly detection in medical data and health risk management.

2022

Development of statistical and data-processing techniques to improve the quality of diagnostic images.

Creation of interactive dashboards for real‑time information analysis, applied to health and insurance service management.

2021

Application of programming languages in learning mathematical analysis and applied statistics.

Application of spatial models to detect patterns in georeferenced data linked to insurance and public health.
