2025
Analysis of Non-Technical Losses at Transformer Level – Jamaica Public Service (JPS)
Development of a transformer-level analytical framework to identify and quantify non-technical losses, including fraud, metering errors, and irregular connections. The project integrated commercial billing data, smart meter information, customer-to-network mapping, and georeferenced datasets to detect spatial patterns and recovery opportunities, strengthening operational and regulatory decision-making.
Estimation of New Weighting Methodologies for the Electricity Regulatory Index (ERI) – African Development Bank
Assessment and implementation of alternative methodologies for the estimation of new weights for the Electricity Regulatory Index and its sub-indices. The project combined statistical techniques (Principal Component Analysis, Partial Least Squares) with structured expert judgment approaches (Budget Allocation Process and Analytic Hierarchy Process) to enhance methodological robustness and institutional credibility.
Micro-Simulation Model for Residential Tariff Reform - Jamaica
Design and implementation of a micro-simulation model to assess the impact of alternative residential tariff structures using household expenditure survey microdata and smart meter consumption records. The model evaluated subsidy allocation, distributive impacts, and efficiency outcomes under multiple tariff scenarios, including increasing block tariffs, segmentation schemes, time-of-use pricing, and capacity charges.
Distributed Generation Market Potential and Utility Impact Assessment - Jamaica
Development of a financial and economic modeling framework to assess the impact of distributed solar generation on utility revenues and cost structures. The project also included the estimation of market potential among residential and commercial & industrial users under existing tariff levels and structures, incorporating comparisons between private incentives and social welfare effects.
