Dr. Martín Rodríguez Pardina is the Managing Partner of Ad Hoc Consulting, a firm specialized in regulation and private sector participation in infrastructure sectors. He has over 25 years of experience leading international projects in regulation and private sector involvement.

He has advised multilateral organizations, governments, regulatory agencies, and utility companies on sector restructuring processes, the design and renegotiation of concessions, tariff methodologies and reviews, project valuation, and arbitration. He has led more than 30 tariff-setting processes in Latin America, Africa, and Asia.

Until October 2020, he was part of MacroConsulting SA — a consulting firm he founded in 1995 — serving as Managing Partner and later as Chief Economist. He has published numerous articles on public utility regulation and is co-author of two World Bank books and one Inter-American Development Bank (IDB) book.

He has been a lecturer and speaker in programs organized by the World Bank, the University of Florida, and, since 2009, regularly teaches courses on sector reform and regulation at the Power Futures Lab of the GSB at the University of Cape Town, South Africa.
