He holds a PhD and a Master’s degree in Economics from the University of Illinois at Urbana–Champaign (UIUC) and a Bachelor’s degree in Economics from the Argentine Catholic University (UCA). He specializes in Antitrust, Competition Policy, and Economic Regulation.
He regularly works as a consultant for international organizations such as the World Bank, the Inter-American Development Bank (IADB), the OECD, UNCTAD, and ECLAC on competition policy matters. He has advised the governments of Kazakhstan, Malaysia, Colombia, Peru, the Dominican Republic, El Salvador, Costa Rica, Uruguay, and Ecuador on the design and implementation of competition policies. He also advises private-sector firms across several Latin American countries.
He is a Professor of Industrial Organization at the University of Buenos Aires and of Competition Policy at Torcuato Di Tella University, both in Argentina. He has published numerous articles in academic journals and books on competition policy, antitrust, and economic regulation.
He co-edited the book Competition Problems in Infrastructure Sectors in Argentina (2005). Between 1996 and 2001, he served as Chief Economist, Commissioner, and President of Argentina’s National Commission for the Defense of Competition. From 2001 to 2007, he was Director of the Center for Economic Regulation Studies at the UADE–World Bank Institute.
