He holds a Ph. D in Economics from University of Illinois at Urbana-Champaign (UIUC), a Master in Economics from UIUC and he is a Bachelor in Economics from the Argentine Catholic University (UCA). He is a consultant in Antitrust, Competition Policy and Economic Regulation. He regularly works as a consultant for the World Bank, the IADB, OECD, UNCTAD and ECLAC on Competition Policy issues. He has adviced the goverments of Kasajistan, Malasya, Colombia, Perú. República Dominicana, El Salvador, Costa Rica, Uruguay and Ecuador on Competition Policy issues. He also works as a consultant for the private sector for firms localized in diferent countries of Latin America.
He is a profesor at University of Buenos Aires, Argentina in
Industrial Organization and at Torcuato Di Tella University in Buenos Aires
Argentina on Competition Policy. He has wrtitten numerous articles for
journals and books on Competition Policy, Antitrust and Economic Regulation.
He has co-edited the book “Competion Problems in Infrastructrue Sectors in Argentina” (2005). Betwenn 1996 and 2001 he was Chief Econmomist, Commissioner and President of the National Commission for the Defense of
Competition in Argentina. And between 2001 and 2007 he was the Director of the Centre for the Studies of Economic Regulation at UADE-World Bank
Institute.
